3.2.1 The repository shall have identified and established the duties that it needs to perform and shall have appointed staff with adequate skills and experience to fulfill these duties.

Explanation
The 2016 Digital Preservation Policy Framework Task Force identified the major duties related to digital preservation activities within the Indiana University Libraries, and outlined them in the Digital Preservation Strategic Vision, 2016-2018 in the Roles and Responsibilities section. Staff are assigned duties based on the needs of each project or area of focus. Staff are evaluated annually to ensure that they meet the ongoing needs of their role. Opportunities for professional development are provided regularly to ensure that they maintain the appropriate knowledge as necessary to accomplish their tasks.

3.2.1.2 The repository shall have the appropriate number of staff to support all functions and services.

Explanation
The Indiana University Libraries maintains the appropriate number of staff to support all functions and services related to digital preservation activities. Because of the complexity of the institution, these roles reside in different areas and at different levels. Therefore, the IU Libraries Executive Council is responsible for ensuring that the appropriate amount of staff is in place. The central role of the Library Technologies Department in undertaking digital preservation tasks also places much of the responsibility on the Assistant Dean for Library Technologies for ensuring the appropriate number of technical staff to support repository functions and services.

3.2.1.3 The repository shall have in place an active professional development program that provides staff with skills and expertise development opportunities.

Explanation

How is this funding addressed in the annual budget? IU Libraries further ensures that local opportunities for professional development exist, offering speaking series and an annual in-house institute.

Potential Risks

Because Indiana University is a state institution, its budget is biannually established by the state and therefore is quite variable. Loss of funding across the Libraries' budget could impact the amount of professional development funds that staff are able to receive. Deeper analysis of this issue is provided in the Risk Analysis document, along with strategies to mitigate the impact of such funding loss.
